Tom Paris, the son of Admiral Owen Paris was a graduate of Starfleet, he majored in astrophysics at Starfleet Academy but though he majored in astrophysics he nearly failed stellar cartography as a freshman.

In one mission Tom Paris was responsible for causing a fatal accident that caused the deaths of three Starfleet Officers at Caldrik Prime and him putting pressure on himself he covered it up and only his confession saved him from a harsher punishment and was only punished him to relinquish from Starfleet. After, he joined the Maquis for implementation as a fighter pilot but on his first mission he was captured by Starfleet and this time was sentenced to the Federation Penal Settlement in New Zealand.

Captain Kathryn Janeway released him from the settlement and gave him a second chance in 2371 who needed him to scout her new Starship through the Badlands to search for her lost security officer Tuvok who had been undercover among a Maquis crew but along with the rest of the crew of Voyager, they were swept into the Delta Quadrant presumed missing. Later the crew Voyager found out the Maquis were also swept into the Delta Quadrant and decided to integrate into one Starfleet crew.

Tom Eugene was granted the field commission of Lieutenant by Captain Kathryn Janeway and the position of helmsman replacing her original helmsman now deceased due to that violent sweep into the Delta Quadrant. In 2372 Paris crossed the threshold of the warp ten velocity accelerated the evolutionary process in his cellular DNA, mutating him into an amphibious creature. Mr Paris was the first to cross the warp ten threshold. The second was Captain Kathryn Janeway who was dragged into the feat by Mr Paris. She too was turned into an amphibious creature. Fortunately, the EMH Doctor was able to reverse the process for both of them.
